Clemenceau for 5000 airmen .and 10,000 airplanes as the basis of the American aircraft programme. The United States had not a single airman trained, when-the appeal arrived, but withinJ a year 4,950 reserve pilots and balloon officers were ready, and 440 additional were also trained.
