RAPID GROWTH. (Rec. Dec. 14,' 9.10 a.m.) WASHINGTON, Dec. 13. Major-General , Konley revealed an appeal from M. Clemenceau for 5000 airmen .and 10,000 airplanes as the basis of the American aircraft programme. The United States had not a single airman trained, when-the appeal arrived, but withinJ a year 4,950 reserve pilots and balloon officers were ready, and 440 additional were also trained.
