AND ABDICATION OF THE KAiSER (Extraordinary.) (Bee. Oct. 17, 11.45 .-i.nl.) WELLINGTON, This Day. The following Scuter message, dated October 16th, 5.15 p.m., has been received : "The Rotterdam Cbmant announces that Germany-has capitulated, and the Kaiser abdicated. A second Reuter message from London via Vancouver says : —"The Foreign Office is without confirmation of the report of the Kaiser's abdication, but well informed circles are not disposed to reject it."
