.SATISFACTORY GUARANTEES

IN MAINTENANCE OF ALLIES' SUPREMACY. (Rec. Oct. 15, 1.55 p.m.) WASHINGTON, Oct. 14. President Wilson's reply is expected to go immediately to Germany. It states that autocracy.must go before the final ) peace comes. No arrahgemetf.fc can.be | accepted by the United States which does'not provide absolutely satisfactory guarantees for* the maintenance ' of the present supremacy of the armies; of tho United States and the Allies. The reply states that while Germany aproaches the United States with offers of peace Germany's submarines continue to sink passengei' ships. We cannot be expected to agree to an armistice while Germany practises acts of inhumanity, spoliation, and desolation.
