Latest advices from, Petrograd give a deplorable account of the conditions of "life in that city. There is very little food and official rations scarcely sustain existence, consequently theft and fraud are rampant. _ The small quantity of provisions in private handis leads to extortionate profiteering. Hams cost £SO and a single egg 3sT-The city generally is going to rack and ruin.
