CHARGES AGAINST ARMY OFFICER.
LONDON. May 14. Twenty-five charges against Lieuten-ant-Col. Mackay, assistant-provost marshal, western command, were heard at Westminster before a court-martial. The charges relate to Mackay s alleged transference of men from the army to the military foot police and then securing them private employment as gar-denei-Sj poultry farmers, and chauffeurs on estates belonging to friends, including American and London ladies. In another case it is alleged, that Mackay cancelled the call-up notices of two servants of a club of which he was a member. In all cases the men's army allowances had been paid in addition to their wages.
