'Moscow telegram states that, replying, to the German demand for tin* immediate surrender cf the Russian Black Sea fleet, «M. Tchitcherin says the Russian Government is prepared to consent to the return of the fleet to >Sebastapol provided the limits _of the Austro-Turko-German occupation of Russia and also the frontiers of tht» Ukraine and Finland are definitely, specified, th.nt- hostilities on' Russian territory will immediately cease,, and that the Austro-German forces will complete ly evacuate Sebastopol.
