LONDON, April 1.
The Daily Express Petrograd correspondent says the coldness of the wooden palace at Tobolsk is so gTeat that the Czar and his family are often forced to go to the servants" parlour in the Arctic-like -evenings. The palace is lit hv smoky petroleum lamps. The only water is from a well, and the imperial family are forced to use the public baths, the peasantry beings excluded during their morning ablutions. The Czar is daily growing more morose, but the Czarina is seeking to keep up the family's spirits. The Grand Dukie 'Alexis is suffering severely from the cold, and spends most of his time in bed.

COPENHAGEN, April 1
Th e agreement with Roumania gives Germany a monopoly of the Roumanian petroleum fields for 99 years. The monopoly is -valued at, £50,000,000.
