AUBTRO-GERMAN RELATIONS EVIDENCE OF INCREASING STRAIN. /Rocker's Tolepn-amß.^ WASHINGTON, Feb. 27. Evidence of growing strain in the relations of Germany and Austria is contained in an official despatch from France, which quotes the Austrian Premier as formally reiterating that Austria will take no part in military action against Russia or Rouma.nia, nor will Austria send troops into the Ukraine. The desoatch also refers to the meeting of the" Emperor and the Kaiser _ on Sunday, and says there seems little doubt that a serious conflict has arisen between the two nations, which Germany is determined to settle by violent measures if necessary.
