Our vanguards in. some sectors lost touch with the retiring Germans. The enemy destroyed all buildings, roads, and 'bridges during the retreat. We repelled the enemy's attempt "to effect a landing at Tomba, southward of Werda.

The Daily Telegraph's Petrograd correspondent says that according to Russian newspapers, the ..town of Wend en was the scene of a ghastly massacre of Germans during the. Russian . retreat from Riga. While the last detachments were traversing the town, the rumour spread that the German residents were firing at and bombing the troops from the windows, whereupon, the rioters, mostly civilians, systematically attacked the German houses and exterminated every German, not sparing the women or children. The rabble committed every imaginable outrage. The town, during the orgies, was under heavy bombardment by the Germans on the one hand and the Russians.on the other. « The Germans used gas shells with poisonous fumes, killing both the plunderers and their intended victims.
RECONSTRUCTION AFTER THE WAR

The War Cabinet, in furtherance of the .plans for. reconstruction /ifter the war, adopted the proposals of the Whitley report issued in March as part of the Government's policy. It will establish joint standing industrial' councils in everv well-organised" industryi. There will be no compulsory arbitration. The Central News states that emjployera are> banding together to protect the interests of capital and adjust €he relations 'between employers and employed, especially to seek to make a further spread of State, intervention unnecessary. The larger employers and) associations when they reach an agreement will ..form a [permanent organisation, which will lay the foundations of a -common national policy. This arises out of the reorganisation of the Labour Party, though it is not hostile to it.
