The tord •Clrancellor, speaking at the Navy 'Day luncheon, declared that when -wx- dictated terms of peace the crews of the German submarmes and those in'high places who gave them their brdere should be treated as pirates. The dawn was already fcegiaiZing to appear, and- we might look 'forward at no distant date to a desirable peace. The-Japanese Ambassador said, tnat •Japan had. loyalty fulfilled hat ■ obliga.tions, and. was gradually extending her aiaval and military operations. To-day she was actively engaged in certain portions of .the European theatres.
