The City Council went into close Committee last evening to" consider the following report by the Gas Engineer (Mr A. Neil): On Friday, 28th ultimo, the gas fitter instructed to change a meter a hous*» in the city found that the owner had connected 'the service from the gas mair. to the house fittings in such a way that he was able to bye-pass the meter and so obtain gas without it being registered on the meter. In comparing the gas consumption of this consumer I fmcf that there is very little difference between his readings in 1909 and 1917, so it is difficult to sayhow long the* fraud has been going on.
