The Dailyi 'Chronicle's, Petrograd correspondent states that an extraordinary meeting of the Council of Workmen's and Soldiers' Delegates decided by 41 votes to 19 in favour of a coalition Ministry on the following conditions : Firstly, foreign policy to have as its chief aim the earliest s possible conclusion of a. general peace, without annexation or indemnity, and with the right of all nationalities to determine their own fate. Secondly, decisive measures for the reconstruction of the army on a democratic basis, strengthening the fighting force for the -defence of liberty. Thirdly, radical social, economic, and financial reforms. Fourthly, the earliest possible convention' d£ a constituent assembly in Petrograd.
