Guchkoff has resigned the portfolios of War and Marine. In a letter to the Premier he that the resignation is due to the conditions affecting the Government's authority over the Army and Navy* which threatened to prove fatal to tile country's defence, and even existence. He refused to share •the grave crime that is being committed against Russia. (Alexander Guchkoff, Minister of War and"Navy, the fourth member of the Government furnished bjy Moscow, is a big man, and belongs to a family'of big men in the liberalising of his country. : He was the President of the ' first Duma, and- in spite .of his wealth and estates is looked upon, by the Russian peasantry as one of the: men who are working for their welfare all the time.)
