Many representatives of various parts of Poland, including memibers of <the new Government established by Germany and Austria in occupied "territory, "are present. The questions for discussion include, Shall the New -Poland join Russia or the Central Powers? Shall it be a Republic or a Monarchy? Also economic conditions, especially in regard to the ownership of property in occupied territory, and tne .financing of the Now Poland proposal to obtain monev from neutrals, as belligerents are likely to be financially exhaust- , ed after the war.
