(Rec. Feb. 19, 10 a.m.) LONDON, Feb. 18.; (Lord Derby, speaking Bolton, said the war would be long and even more' bitter than hitherto. Three things wore necessary to victory. He enumerated them in order —money, men and munir tions. The people had given thje money, the munitions were being supplied, but the men were wanted and must be had. tit pleased us to hear that Germany was at the last gasp, but-, though. Germany ■ ■was suffering in a manner we hardly rjealised she had enormous reserve power and- would make a gigantic effort *° secure the supremacy of the sea. The critical period of the war would be tafs next six months, but in the meantwie there would be many more restrictions on liberty and .many more privation* must be borne.
