GRAND VIZIER AND THE- ALLIES' POLICY.
(Reuter'B Te*egr.am* • AMSTERDAM, Feb. 17. A telegram from. Constantinople states that the Grand Vizier, speaking in
the Chamber, referred to the Allies' declared policy to thrust the Turks out of Europe as the ridiculous thread of enemies who fled from the Dardanelles as the result of defeat by a valiant enemy. The Grand Vizier, in a speech in the Chamber, declared that Turkey had concluded a treaty of life/and. death with the iCentral Powers, and would not be indifferent to the claims of modern civilisation. The American Ambassador at Constantinople reports that Turkey has assured him that she will not prevent the departure of a thousand American refugees from Beirut.
