Nov. 14,. 11.20 a.m.) LONDON, Nov. 13. The Daily Chronicle's Milan, correspondent says that, a letter, discloses that Vienna, is overshadowed by a. pall .of gloom, and. desolation. There is a frightful increase in infant, mortality ■to 42 per cent, attributed to famine in ; milk, butter, and eggs. Reduced rations .'.arid bad quality caused three hundred deaths in a single lunatic asylum. ". For the same,; reason there is an enormous increase in the d'eath-rata and sufferers from tuberculosis.
