Neutral States who do not commit military hostilities will be forced to commit economic hostilities. Peace is further off than ever. England's strength is still unbroken, and she prevents her Allies seeking a separate peace .The 1 only way to conquer England is by a sharper application of war on the sea and in the air. "When England has been laid low the war will come to a speedy and victorious end."
