■MONTHLY MEETING.

The monthly meeting of the Waimea County Council w-as held to-day. Present: Councillors H. Everett (chairman), P. Best, A. Drummond, T. Heweteon, J. Corder, G. Macmahon and H. Tunnicliff. FINANCE. ENGINEER'S REPORT. The Countv Engineer (Mr G- S. Whiteside), in his* monthly report, stated, inter alia:—Maitai Riding: Rocks Road—l he work of removing the slips from tne Rocks Road was continued during the month. During the forepart of thr period a quantity of the debris was disposed of bv throwing it over the sea wall. The Harbour Board threatened legal proceedings, but as the Council hao by this time made arrangemeHts for th. earth to be carted to Tahuna by paying a royalty of 6d per yard, no more earU has been thrown over the wall since. i have made further tests and observation as to the set of the current, and they al: confirm what I have previously pointec out to the Council. If the whole of th'. last ■were distributed over the bottom of inner harbour, which has an area of 310 acres, it would raise the bottom of the harbour almost l-16th of an inch —surely not a menace to navigation. But hardly an atom of this but what would be taken by the current towards Tahuna. Unlesr the Council directs otherwise, I propose disposing of spoil material over the wal 1 should an emergency arise. Maitai road —Repairs up the Maitai Valley roac ■were being attended to. Notwithstanding notice not to do so, a landholder in the Maitai Valley, after the fence had beer demolished by the late flood, re-erected <■ fence across the public road leading tr the Education Reserve at Almond Tie? Flat. This act of defiance to the Count;, authority impelled him to have the fence obstruction removed. This road is r

full chain wide, and runs down the ban! of the Maitai river for 4 or 5 chains. I -was proclaimed a public road 16 year before the date of the Richardson Crowi grant. Some years ago this part of th; road was much frequented by the publk picnicing and health and pleasure purposes, until it was monopolised. Three years ago, on the petition of ratepayers the Council ordered the fence to be removed, -but nothing further was done til' the late flood destroyed it, and next il was removed by his instructions. How ever, the road had again been fenced ir •with a barbed-wire entanglement anc the Toad reservation planted in cropvS. Itichmond Borough—A Committee of tlu County Council met the Richmond Bo rontrh authorities at Appleby. It ap peared to be the wish of those presen that Mr Blick should be notified- to re move obstructions in the watercourse passing through his property, in term' of section 62 of the Hand Drainage Act also particularly to remove a fence nos blocking the channel alongside the Hop<main road. As to bridging- the sanr stream where it crosses the boundary road the Engineer was instructed to prepare alternate-designs for a motor an<" traffic bridge and submit for considera tion of the .Richmond Borough Council and this had been done. Wangapsk." Riding: The bridge being built out o r grant near Hopgood's is completed. A second bridire was also required to enabl' the first bridge and road to be used. Th<second -bridge was therefore out in while the builder -was in the locality. Riding: I have surveved the site for thr footbridge over the Big Pokororo river Some of those interested had asked hiir if it was not possible to make it wid* enough to take a motor car over at pinch when the ford was unworkable The span is 140 feet and the estimate i< £2OO if the load is restricted to two tons According to arrangement a Committeof the Council inspected the new Motueka Harbour and 7 reclamation. Aftci considering the matter the question arose, which made it seem not improb able, that the Harbour Board land am! roads were within the Motueka Borough He had been instructed to prepare s plan, and if the interpretation and de clination is correct, the reclamatior would also be controlled by the Borough Moutere Riding: He estimated a wood en bridge over Missionary stream to cost £2OO, ferro-concrete £250. He though! the latter would be preferable. Arising out of the Engineer's report. <?r. Macmahon said the 'City Council had ibeen stopped 'throwing spoil over the Rocks ißtoad, and he contended that it should not have been done by the County Engineer. Or. Best pointed out that no objection "was taken at last meeting, when the Engineer had- stated his intention to do so. The Chairman said, according to the •legal opinion, it -would' be necessary for the Harbour Board to prove that the depositing of spoil was detrimental to the harbour.

On t»he motion of the Chairman, seconded by Cr. .Best, it was resolved that the Council is willing- to join with the City Council in a test case

It was resolved- to notify the occupier? on the upper and lower side of the watercouTse at Appleby to remove the obstruction.

It was resoLved that the landholder concerned .be notified to remove the fence in the Mattai Valley when the crop is out.

Ct. I>nrmmond moved and Or. Marmahon seconded, that a motor bridge be erected over creek at the junction of tho Hosedale and Orinoco roads.

An amendment was proposed by the Chairman, seconded by Cr. Corder, that the matter be deferred until the mail route is decided.

The imotion was withdrawn, arid the amendment carried. On Or. Hewetson's motion it was resolved that a ferro-concTote "bridse b; erected 0%-er Missionarv Creek. Moutere.

It was resolved to obtain the opinion of Mr T. F. (Martin as to whether the Afotueka Harbour works and the road

leading thereto are in the county or in the borough. The Engineer's report was then adopted. ■CORiRESPON D ENCE. Amongst the letters dealt with were the following : Prom the Recruiting Board, asking the Council to use every means in its power during the enrolment period—September Ist and 16th —to impress on the men concerned 1 the obligation that is cast upon them.

From Mr T. fF. Martin, solicitor to the Counties Association, giving opinion re new valuation rolls. He stated that in hes opinion it was not necessain that the new valuations should take effect simultaneously in all! the ridings. The ate having, in his opinion, been validly struck, 'he saw no objection to the Rate Book: being made up from the old rolls, even should the new rolls come into force before the Rate Book was completely made up and signed. The compilation of the Rate Book was a (subsidiary matter, being largely of a, mechanical nature. The Chairman said that if the Assessment Court had sat in respect of any :-iding the new valuation would have applied a in that riding. The Court not having sat. the new valuations would not apply to any ridings. DEPUTATIONS. Mr A. J. McKeany waited' on the Board regarding the quantity of stone crushed bv him under contract with the 'oundl, there being a dispute as to the measurement.—Referred to the Chairman nd Engineer, with power to act. ■V deputation from Richmond (Messrs Peppi-n and J. E. Bartlett) waited on he Council in connection with the exension of the (borough boundary to in:ude within its limits all those properes on the east of Hill street between ueen street and' the southern boundary, that properties on both sides of the ad could be rated for loan purposes.— he Stoke Road .Board and the Richmond orouKrh Council wrote regarding the atter. —Resolved-t/hat the Chairman and r. Best meet representatives of the 'rlchmond Borough 'Council, Stoke Road Soard and) settlers interested m the latter of the extension of the Richmond trough and report at the next meeting f the Council. A deputation from the Tahuna- Progressive Association waited on the Council asking that additional provision be made for carrying away flood water at Tahuna.—lt was resolved that the Enrineer inspect the locality and report at .he next meeting . . From State Advances Office, notifying hat the Advances Board had resolved to entertain the Council's application for a 'oan of £SOO for the purpose of metalling he Moutere Inlet road. —Resolved that he loan be applied for as from Ist Tanuary, 1917, and that the Engineer Sake the necessary steps to secure the roveminent grant to supplement the loan. From Messrs Adams and Harley re procedure for raising special loan over portion of County. From Mr R. P. Hudson, re advertising he attractions of the Motueka and lakaka districts, and getting the districts Setter known. He suggest e dthe issue of % booklet. —Resolved to grant £5 towards -ost of a booklet. From Korere Farmers' Union re road from Motupiko School.—Resolved that vhe road be attended to, settlers ao be isked what they would contribute towards protection work. From S. A. Quinney. Tapawera, ?e '.rlenrae Creek undermining road.—Left to Engineer. From Baton residents petitioning for -einstatement of suspension bridge over Saton River.—Resolved that bridge he re-decked.

From Matariki Farmers' Union re bridge over GoodalL's Creek. The structure, they -urged, should be a ca.rt bridge and not a motor bridge.—The Engineer stated that the bridge had been suilt.

Thorpe, etc., applying to take telephone wire across road. —Granted, subject to direction of Engineer. From C. G.
