The new meat ticket is not a guarantee that each German will receive 250 grammes weekly. It merely represents the limit attainable in the most favourable circumstances. The Socialist Hachnisch, in an article in the Vorwaertz, confirms the statement that a Socialist majority supports some annexation, especially Eastward. The Vorwaertz, commenting, recommends more sober views and concentration on ending the war. A Berlin telegram says that Kerr Bethmann Hollweg assured a conference l_of party leaders that the military situa- | tion was good, and that the war loan j prospects Avere of the brightest. Obviously the assurances were necessitated' by widespread uneasiness in Germany.
