ROUMANIA & INTERVENTION
POLITICAL TENSION INCREASED

NEW YORK, Aug. 5. The New York Times' Berlin correspondent st-c tes that- the 'political tension at B-u.'barest almost reached the •breaking pr int on July 31st, when reports in circulation of impending Teuton developments on -the Eastern, front caused the Roumanians to reconsider their attitude. They are also affected •by Hindenburg's appointment- to tho supreme command on the East front. Roumania has decided for tho present, to remain watchfully neutral, pending developments in the southeastern, theatre.

LONDON. Aug. 6. The German press cotitimies to warn the public against .Roumania. The Berliner Tageblatt states that the first train load of munitions arrived at Jassey from Archangel. M. Bratiano demanded munitions as an indispensable condition of Iloumania.'s intervention.
Other newspapers agree that Roumanian experts haye been calculating the amount of munitions required. The Frankfurter Zeitnng admits that the. Roumanian Opposition and Government supporters expect early intervention on the side of the Allies.
