LONDON, Aug.- '4. The Manchester Guardian, whiefi is well informed, remarks that many good and cautious judges believe that a reconstruction is very near. Mr Asquith's prestige has suffered, the Irish affair having placed, him in a difficult position. Mr Lloyd George is the only possible ■successor. Sin Edward' Carson l would get the War Office. Colonel Churchill re-entering the Cabinet. The Government proposes to extendi the life of Parliament for six months', but the House of Commons and) the House of Lords are likely t-o grant only three months coilditinal upon the new register being immediiatelv prepared.
Mr Dillon's -threat to resume obstruction is apparently in operation. Mr Dillon divided the House over a Bill &1-terin-g Irish to Greenwich time> although Mr Redmond' ljad previously approved of it.
