WASHINGTON, August 5.
An adroitly-worded; Mexican Note referring to the scope of the Commission says it shall give preference to the points mentioned in the Mexican Note of July 4th. refer to the control of 'border raids, the withdrawal of American troops, and the protection of the intermatronal boundary.
The last United States Note suggested widening the scope of the Commission to enable consideration- to be' given to "questions tending to improve the relations of the two countrie." The Mexican Note is silent oni the point. 'The Mexican delegates are exceptionally able men.
