WHAT LORD KITCHENER THOUGHT. (Reuter's Telegrams.) (Rec. July 28, 9.25 a.m.) LONDON, July 27. The Morning Post asserts that Lord •Kitchener, shortly before 'his death, told the Morning - ost that Germany should be punished for organised treachery, and suggested that the Imperial and Dominion Parliaments legislate prohibiting Germans for 21 years after the war naturalising or domiciling in the Empire, or entering into partnership, or becoming shareholders in British companies. Lord Kitchener also told the Morning Post that he regarded Germany'.s conduct as something outside the range of human experience. They deliberately prepared over a- long series of years to dominate the world 1 and used their subjects as spies and corrupting agents. They used the hospitality neighbours to prepare their destruction.
