Mr Jliggs has issued: a circular to banks and other companies stating that an instance has' come under his notice of a large financial institution discouraging investment in the war loan. Even ono instance of this anti-Australian and anti-British conduct is deplorable enough to cause alarm and impel him to urge them to use, special efforts to make the loan a success. The Government, must not,'be placed in such a position in the sight of enemv countries that it should be forced to adopt other than the most approved wetbods of raising money for war purposes. PASSPORT REGULATIONS REVISED. SYDNEY. July 27. The militarv authorities have notifiedthe shipping companies that from August l*t no women will be permitted to leave for or land from New Zealand without a. permit or passport, and' no person will be allowed to travel to New Zealand bv mail boat without a passport. From September Ist everyone landing must produce a passport. On the same date the age limit for passports will be altered to between 15 and 45.
