OPINIONS OF SHIPOWNERS. "LONDON, March 6. At the annual meeting - of c-hipowners. Sir Kenneth Anderson (manager, of the Orient Steam Navigation Company), said that the Government- purchase of ships would not mitigate the disease which high freights symptomised. . More available tonnage, relatively to the demand, was the onlv available cure. Mr W. H. Raeburn, the incoming President, said that the blockade considered' the intex*e.sts .and susceptibilities of neutrals too sympathetically. He hoped the new Minister would 'tighten it up. AN ITALIAN BUILDING PROPOSAL. LONDON, March- 6. Italy, is feeling the shortage of tonnage severely. Admiral Gettolp. has suggested that the Government should arrange for the construction of 50,000 tons of cargo boats annually during the next ten. years, these to be at-the disposal of the State in any- national emergency, the builders receiving a subsidy' of £200,000 annually. *
