An inquirv has .begun into the disposition of the. £9.0C0,000 raised in the United States, by. the sale of 'German bonds. Little credence is given to the claims of German bankers hers that the monc-v was transmitted by wireless telegraph! v-to German y.__ The belief pif\alin manv quarters, that the .establishment of this" huge fund had a- threefold pm pose: (1) To purchase- a number of ships in the names of German-Americans foi use as "neutral" boats"carrying supplies to Scandinavia for the purpose of tran=h ppiug them to Germany. (2)" To purchase large amount- of chemicals -and acids for the manufactme of high explosives. {3} The ■ establishment of. a snbmaiine base for. German boats in Mexico or the West Indies. The Assistant United States Attoi nc\ General, who is in charge of the ituesti gation, is said to be* studying a cepv of the War Book of the German Geneial Staff. The newspapers quote;portion- of the instructions contained in this, book of which the. following are typical Bribery of the enemy's subjects, the acceptance of offers of treachery, the le ception of deserters, the utilization of the discontented element of the ■ popula tion, the support of pretenders and the like are. permissible. .
