Tho Executive Committee of the ImperiaT Council of Commerce, since ; the postponement of the Congress in Canada: t0\1917, -has matured -plans for a con-' fe'rence in London on June sth, 1916. Itexpects representative delegates to : be present from 'the oversea dominions and dependencies.. A circular to members of the: Council emphasises the desirableness cf the adoption of a common*policy for preparing the way to some extent for further action in connection with the Congress for 1917. A provisional _ programme includes thsy following subjects : —Preference; witii'ih the Empire ; prefer-1 e'nliul relations with the Allies ;.measures against enemy countries in connection. ■ with manufactures, 'shipping, and also auainst dumping.enemy goods within the Empire ; amendment to the nationalisation laws ; compulsory registration of aliens ; the question of licenses to trade and other regulations affecting foreign firms ;•' prohibition of contracts with aliens -which .might be calculated to restrain Imperialtrade; -proposed uniformity in patents, designs, and trade marks.-. law; Imperial preference in'taxation ;, the question of the dou'ble. income tax; limitation of '■'.•' membership to Chambers c'f.■'Commerce to British born subjects-. j All members of the Council are invited,, to the Conference together with certain special delegates from overseas :and. the'; United Kingdom. ■ ■-.
