BOROUGH COUNCIL

The ordinary monthly meeting of tlio Richmond Borough Council was held in the Council Chambers on Tuesday, 10th August, at 7 p.m. Present: The Mayor (Mr James Hunt), Councillors Cioss, Batt, Ingram, Hose and Goodman. An apology lor his absence was read from Cr. Thorn. Accounts amounting to £7O 4s Id were , passed for payment. The balances were as follows :—Cr. I General .Account £249 7s 3d ; Watir Account £164 16s 6d : Cemetery Account, £23 17s. A letter was receiv.u hum Mr S. Fittall stating that he was willing to cut the trees down en his prope ty adjoining Salisbury ror.d, but that lie was unable to get anyoni' to do ttie work. From Messrs Adams and Harley re ratepayers the Council intended to sue lo: rates overdue. —Letter received. From Public Works Department ro statutory declaration necessary before the Dep'artment can give an exemption. — Resolved that the resolution be forwarded to the Department. From the YYaimea County Council re splash on Appleby road, that motor owners had complained of the depth of water and requesting the Borough to either bridge or lessen depth of same.—Resolved to leave the matter over until the Council had received tne county's report and plan. Fiom Messrs Glasgow, Hayes and Rout re cutting up late T. J. Thompson's property on Lower Queen-street. —Resolved mat an exemption from section 117 of the Public Works Act be applied for for tuat part of Queen-street adjoining section 215. From the member for Nelson (Mr T. A. H. Field) re presenting the petition sent on from the residents of Richmond re grant for the construction of Hillstreet unmade, also the letter from the Minister of Public Works to Mr Field. — Resolved that a letter be forwarded to Mr Field thanking him for his promptness and attention U> the petition. From J. Wendelborne re advance in wages.—Resolved "that the application be not entertained. From Mrs Gifford, applying to have bridge renewed.—Resolved that the application be granted. j From R. Hart, offering to rake stones i at 4s per yard for small stories and 2s for large ones.—Resolved that the matter be left in the hands of the Works Committee. From Messrs Purdre and others, appling for an exemption for Crescent—Resolved that the request be granted, and an exemption be applied for. On tlio motion of Crs. Ingram and Batt, it -was resolved that the Works Committee inquire what gravel is required in Edward-street. Resolved that the Woks Committee report on the dip in the road between May's and the Railway Hotel. Resolved that a few loads of gravel be put on Champion road, near Pointer's. Resolved that on ithe completion of the deeds of the reservoir rese.ve (Heslop and Council), that the same lie signed aid the cheque paid over.

A special meeting of the Council was held immediately after the ordinary meeting to. levy the general rate for the year. . . . . On the motion of 'C'rs. Ingram and Batt, it was resolved that in pursuance of the provisions of section 78 of The Municipal Corporations Act, 1908, and sections 48 to 55 of the Bating Act, 1908, a general rate of three-farthings in the* pound be levied on the rateable value of all rateable property in the Borough of Richmond for the year commencing- on the Ist day of April, 1915, and ending on the 31st day of March, 1916, payable in one instalment at the borough office, Richmond on the Ist day of October,. 1915. UPPER MOUTERE. UPPER MOUTERE ROAD BOARD. The monthly meeting of the Uppei' Moiitere Road Boai-d was held on July 31st, when all the members were present. Mr Adolph Bensemann occupied the chair. Accounts -totalling £37 Is lid were passed for payment. A memorandum was read from Mary H. Allen, on behalf of the Hon. J. Allen ,replying to the letter* of sympathy from the Board.

From the County Clerk, forwarding schedule of charges for birds' heads and eggs, also a specimen balance sheet.— Resolved that the County Council's price for birds' heads and eggs be adopted. .The County Clerk forwarded a memorandum from Mr Barnes (Bronte road), asking that some repairs be made on that road which is in a very bad state. — Resolved that Messrs Harvey, Eggers, and Drogemuller be a deputation to inspect Bronte road, with power to act. From Mr Ledger, surveyor, as to new road through section 187, Rising Sun Valley j also forwarding plan of road for Board's signature,—Resolved that the secretary inform Mr Ledger that as soon as the road is completed to the Board's satisfaction the Board will sign the transfer.

Tenders were opened for the proposed new work on the Neudorf-Dove Hill road, as follows:—C Ewers and Co., £9l 10s; L. and Em Eggers £7O (accepted). The following works were authorised : One day's work on the Dove Hill road, the chairman to supervise; one day's patching on Ross' road, Mr Eggers to supervise.
