SCATHING PRESS COMMENTS. (Pbbsb Association.—Copxbight.) (Received .Feb. 20, 1.25 p.m.) LONDON, Feb. 19. The "New York Times" justifies Britain's declaring food contraband, anH warns Germany that she will be strictlyaccountable to America for ships and lives. The "Sun" states briefly that the Note means that Germany does not intend to be governed by the rules of civilised warfare. The "Tribune" asks what attention can civilised- opinion pay to the plea of a belligerent with unclean hands and from a government which outruns all others in making warfare ruthlessl}' inhuman. The "World" says accountability is the first and last word of the United States.
