GERMAN ATTACHES STATEMENT
THE RAID DEFENDED. NEW YORK, Dec. 18. Captain von Papen,, the German, attache, has issued a statement declaring that the attacks on the English, coast did not infringe the Hague Convention, as Article I. onlv prohibits attacks on unfortified and undefended places, , lhe English towns were fortified or defemted,°hence the attack.
