Sir George Reid presided at the Society of Arts, when Mr Charles Bright read a paper on the administration of Imperial telegraphs. Mr Bright advocates management of inter-Imperial telegraphs by a permanent central authority free of' political control arid composed of representatives of the Admiralty, War Office, Colonial Office, Post 'Office, and oversea Governments.
