PUNISHMENT OF NATIVE SOLDIERS. (Press Association.—Copybight.) (Received April 14/9.15 a.m.) BERLIN, April 13. In the Reichstag the Left Party are strongly protesting against the army orders governing- punishments in East Africa, by which native soldiers wear chains when on the march or are bound when in camp. An officer is empowered to inflict 50 lashes and a non-commis-sioned officer 25.
