Mr Massey states that the Governwent is determined to pass next session the Legislative Council Reform Bill, embodying an elective Upper Chamber. A bill dealing w ith the method'of election ot members of the House of Representatives, will be introduced also a, Local Government Reform Bill inaugurating an improved system' of allocating grants for public works. A Land Bill of some kind may be looked for to remedy defects in the existing laws and. making .provision for the adjustment of complicated conditions affecting tho settlement of the West Coast of the South Island.
