NELSON LICENSING COMMITTEE

SPECIAL MEETING. A special meeting of the Nelson Licensing Committee was held this afternoon. There were present:—Messrs J. S. Evans, S.M. (chairman), P. Best, W. N. Franklyn, and E. E. Trask. TRANSFER. A temporary transfer of the license of the Royal Hotel was granted irom T. Mortimore to li. Canii. CONDITIONAL LICENSES. C. C. Williams applied for a conditional license on the dates of the A. and P. Show at Richmond., offering £25 for the privilege. J. Thomaeon also made a like application, offering £22 10s. It was asked that the license 'be for three days, so as to include the sale day following the show. Mr. Harley appeared for the applicants The chairman considered it would be an innovation to grant a license for a sale day. Mr Franklyn : I have never heard o± a license being granted on the third day of the show. Mr Best: Many times. Mr Franklyn : It must have been a long time ago. Individually I will vote for the two show days. The third day is not a show day. Continuing, Mr Franklyn said they would be committing an injustice to the three publicans in Richmond, who paid a license for the sale of liquor, to grant a license for three days. Mr Trask did not agree with Mr. Franklyn, and would vote for the three days. Mr Best said no doubt the booths had been sold on the understanding that the license would be extended to the third day. He did not feel very strongly, either way. Mr Franklyn said that when the privileges for the booths were sold it was not known whether the licenses would be granted or not. The Chairman said" that in his experience he did not know of a license being granted for a sale day. It was shown that licenses had been granted for three days on five separate occasions. . Mt Harley pointed out that the Act allowed such a course. At Palmerston, he believed, licenses were granted on sale days. The chairman said the granting ot three days' license was subject to h-s consent. In view of the facts, however, that three days' license had been granted in previous years, he would consent this time, but he wished it to be understood that he would not undertake to sanction licenses on sale day next year. . Mr. Franklyn asked that h:s objection should be recorded against the sale day license being granted, such day not being ;how day. '. It was resolved that the following additional fees be charged :—For the £25 license: FiTst dav £1 10s; second £2 10s: third £l. For the £22 10s license: £1 ss, £2 10s, and £l- - applications were then granted. Mr. Franklyn objecting to the licenses extending for three days.
