PROPORTIONAL REPRESENTATION FOR-THE LOWER HOUSE AMENDMENT REJECTED. (Press Association.—CopSniaaT.) LONDON, Nov. 5. Mr Balfour., in supporting Mr J. R. Pretyman Newman's amendment to apply representation to the Irish House of Commons, urged that if it was adopted the Government would not be bound to follow the precedent in England. The Government declined to accept the amendment on the ground that the Bill enabled the Irish Parliament after three years to adopt the principle if it chose. Mr Birreli said it was unwise to force a complicated system on Ireland, where there were more illiterate electors than elsewhere. The amendment was rejected bv 265 votes to 162. SOMEN'S FRANCHISE AMENDMENT DEFEATED. (Roc. Nov. 6. 11 a.m.) LONDON, Nov. 5. Mr Phillip Snowdcn (Labour) moved that votes should be given to the women of Ireland on the basis of the local Government register. Mr Redmond urged that the matter should be left to the Irish Parliament. Mr Balfour and Mr Ramsay MacDonald supported the amendment. Mr Asquith replied that there was no precedent for conferring the franchise on women in connection with the granting: of self-government to the dominions, and he re-echoed Mr Redmond's opinion. The amendment was defeated 'by 314 to 141.
