Mr. Borden, Premier of Canada, speaking at .a Royal Colonial Institute dinner, said Canadians realised that the supre.;macy of Britain on the seas was the Empire's very breath and life. They had never shown themselves afrai<} of responsibility, but they 1 proposed to sacrifice, their autonomy. The Empire's sea defence could best lb© secured by one navy, but those responsible for Imperial defence must have a voice in the policy that shaped the issues. Canada- meant to be a great part of the great whole* but she did not propose to be an adjunct even of the British Empire.
