It provides that one-fourth of the senators shall retire every second vear. Th e Senate is debarred from amending or rejecting money Bills. are empowered to speak in either House, hut shall vote only in that to which they b-long. The Dill provides ad hoc Ivish representation in the Imperial Parliament ivhen the time :s opportune for revision of the financial provisions making representation in the House of Commons equivalent to Britain's on a population basis.
