He said the expeditionary force was below strength, and urged an increase of. the home establishment of line regiments.. General Sir IReginald Pole-Carew declared that the whole of tiie military n,eeded reorganisation. The existing scheme courted disaster. Two-thirds of .-the ' money devoted to the Territorials should be spent on the regulars.
