GERMAN DISPUTES.
NUMEROUS .STRIKES AND LOCK-
OUTS. BERLIN, Tuesday. At a congress of German trade unions at Dresden 400 delegates, representing 2,276,000 members, were present. Herr Legreu, the president, stated that there w«r© 4110 strikes and look-outs in 1910, involving 348,000 workmen, and causing a, strike expenditure of £923,000. German employers were altering their tactics, which had before been defensive, but were now aggressive, their main aim being to arrange wage .contracts so tlhat they would l expire simultaneously in a .number of different trades. Thus it w<ns difficult for employees to resist dictation regarding the conditions of renewals.
