AGAIN RESTLESS. (Received June 27, 1.5 p.m.) \ LONDON, Monday. The Notrthumberla.nid Miners' Council have decided on a ballot in favour, of tendering notices to strike against tho tbree-sliift system, and to ask tho Federation, of Great Britain to agreo to a •national stoppage.
