The Cabinet has resigned owing to an adverse vote of the Chamber on the Ministry wishing to retain the supreme command of the arm}, and declining to apoint a generalissimo, even in war-time. M. Monis's fall is due to the dissatisfaction of an influential minority in the Government and) the Chamber supporting proportional representation, the question of the -commaiidership of the army being merely a .pretext.
