Mr. Holnian, State Atomey-Ueineipat, speaking a.t G<und>a.ga.i, outlined the Government programme, comprising a. vigorous * land development ,policy; the 'building- of railways; the advance of settlement; the s.u.b-division of lands thus opened foa* settlement; the duplication oi the main lines of railway; a new Arbitration Bill; reorganisation of pulblic finances, wlis-c'h would be placed on a businesslike footing; the opening of State coalmines t-o supply railways. THE STATE INSURANCE SCHEME. NEW ZEALAND'S oUOCESS QUOTED. (Received 9.30 a.on.) SYDNEY, Friday. Mr. Carmicliael, Assistamt-Treasurer, advocating a. State insurance scheme, declared that New Zealand's* State insurance, takem from the point of view of tlie general public and insurers, was emphatically a success. It might be that the' State Department had not much to distribute in profit®, but the effect had been a reduction of premiums by_ all the private comp-ar>dies (w'hich. would hardily be called institutions), thus saving the general public nearly £250,000 per anniun.
