State insurance scheme, declared that New Zealand's* State insurance, takem from the point of view of tlie general public and insurers, was emphatically a success. It might be that the' State Department had not much to distribute in profit®, but the effect had been a reduction of premiums by_ all the private comp-ar>dies (w'hich. would hardily be called institutions), thus saving the general public nearly £250,000 per anniun.
