In the State Assembly the Second Ballot Bill was read a second time, and a long debate was ended by the application of the closure. The Chief Secretary obtained leave to introduce a Bill providing for a, referendum on the question of the- reduction of the number of members from 90 to 72. and fixing the ratio between the membership of iho Assembly and that of the Leg:*-'rive Council.
