The Assembly carried a resolution in favour of the introduction of a Bill providing for the taking of a referendum on the question of members of the Assembly, fixing the number of members of the Council, and preventing deadlocks. In the Assembly Mr Woods sought leave to introduce a Second Ballot Bill. A lonrr debate ensued, and was adjourned.
