M. Bilinski, the Austrian Minister of Finance, stated in the Reichsrath that a reduction of the term of military service by increasing the number of recruits would increase the expenditure by £3,750,000 annually. The building of Dreadnoughts would cost £12,000,000. He added that it would be disastrous if the new expenditure was not met by increased taxation. % It was impossible to continue raising loans for such purposes. Austrian press comments show that the naval programme is aimed against Italy.
