CHANGSHA IN FLAMES. GOVERNOR'S RESIDENCE DESTROYED. [Press Association—Copyright.] PEKIN, Sunday. About 6000 foreign-drilled men have joined 24,000 famine-stricken rioters at Clrangsha. The Governor's residence at Yamen was destroyed, and the Government bank was pillaged. The city is in flames.
