Pbess Association.— Copyright. THE BUDGET CAMPAIGN. LONDON, Friday. Mr Herbert Gladstone, speaking at Cinderford, said: "I offer no objection to the LoTds rejecting the Budget; but if the challenge is given we will take it up at once and go to the country for the Budget, freetrade, and a change in the constitution of the House of Lords." Lord Avohury, interviewed, declared that Mr Balfour's speech was an excellent statement of the probable effect of the Budget. He did not believe that tariff reform was the only alternative. Neither Mr Balfour nor Mr Asquith laid stress upon tbe necessity for economy. "When referring to exclusion from protected countries, Mr Balfour forgot tbat Germany was Britain 's best customer except India. The House df Lords, at the instance of Lord Camperdown and Lord St. Aldwyn, introduced general safe- ; guards in the Housing and Town i Planning Bill. Thus, beforo local authorities are authorised to com- i pulsorily purchase land, a public inquiry must be conducted by an impartial authoiity not in tho Government employ, regaraing tie necessity for the purchase. In the House of Commons, in connection with clause 56 of the Finance Bill, doubling the stamp duties on marketable securities except in the case of a colonial government. Mr Rowland Hunt moved to omit tho word "government," arguing that if trade followed a loan the exemption of all colonial securities | would facilitate colonial trade. I An interesting and vigorous debate followed. Mr Hobhouse said the Government considered the exemption in favour of colonial government and provincial government securities were sufficient. Mr Hunt's amendment was reject- . Ed by 200 votes to 69. I
