LONDON, Monday. A Blue Book, issued as an appendix to the report of tho Eoyal Commission on Poor Law, contains a report by Mr Cyril Jackson, expert to the Poor Law Commlsion, and tho Rev. J. Pringle, contending that relief works, whethor national or municipal, under the Unemployed Act, intensified the evif. ■They remark that industry' is at present unorganised economically, though trade' in ipng have done their best to steady labour!' Any State gy. rate funds that should be. spent in aid of unemployed should supplement trade union funds, and thus give a bonus for thrift.
