The International Miners' Confer, ence at Berlin congratulate;' the Brit ish miners on the accomplishment of the Eight 'Hours Act. The confer ence insisted that hours should be reckoned from bank to bank, and de. manded similar legislation in other countries, with the restriction of the working day to six hours when {he temperature in the mines was 82 de. grees.
